Committee Member

Edward Mayberry was born and raised in San Antonio, Texas. He has over ten years of management and administrative support experience. He has strong interpersonal, analytical, research, customer service, training, report writing, supervisory, verbal, and written communication skills.


Mr. Mayberry is experienced at developing relationships with organizations around the community to promote City of San Antonio programs and services to the public. He is the President of Slick Talkers Toastmaster's Club and a Mentor at Gaveliers 4-H Club.


Mr. Mayberry graduated from Brackenridge High School in San Antonio Independent School District. Director Mayberry graduated with a Bachelor of Arts in Policital Science and Master of Public Administration from Texas State University.


Mr. Mayberry has over 10 years of community service management experience. In his role as a Community Learning Center (CLC) Supervisor, he supervised Basic Adult Education and English as a Second Language classes.


The CLC offered social services, financial and health literacy programs to the community. He knows how to engage the community and ask them what programs are needed. For example, based on community feedback they tailored the classes at the Community Learning Center based on the community's need.

Committee Member

Richard Martinez graduated with a Bachelor of Arts in Political Science from Texas A & M University. He has extensive specialized training, including: Presidential Schedule "C," Executive Officer of the President, Congressional Staff, Library of Congress, Texas Governor & State Legislature, Railroad Commissioner Matthews Staff, Texas Comptroller External Affairs, and District Director Training.


Mr. Martinez has been serving on the Governor's Committee on People with Disabilities since June 2016.


Mr. Martinez has held various positions, including: Business Community Outreach Specialist, Grants Coordinator, and Government Relations Specialist at VIA Metropolitan Transit; Federal Legislative Analyst at the Texas Department of Transportation; Special Assistant to the Border Commerce Coordinator in the Executive Office of the Texas Secretary of State; District Director in the Office of Congressman Henry Bonilla; Regional Director for External Affairs at the Office of the Texas Comptroller of Public Accounts; Special Projects Director in the Executive Office of Commissioner Charles Matthews at the Railroad Commission of Texas; Policy Director for Federal Relations at the Texas Office of State; Legislative Assistant in the Office of Congressman Henry Bonilla; Confidential Assistant to the White House Science Advisor in the Office of Science & Technology Policy at the Executive Office of the President of the United States; and a Staff Assistant / Advance in the Immediate Office of the Secretary at the U. S. Department of Transportation.
